I took out the stop watch and timed my backyard EF-20 running my TSI 2 way cluster.
Phase1
green: 18 seconds
yellow: 3 seconds
no all red clearance (I wish I could set it up for that)
Phase2
Green: 20 seconds
yellow: 3 seconds
I changed 2 keys as phase 1 yellow was 4 seconds and phase 2 yellow was 2 seconds.

Took a silly video of it recently, with the led arrow insert in lieu of the fiber optic insert. Quality will be better eventually, saving up for a new camera (and lots of other new things).

Well my EF-20 is now officially retired and has been replaced by a TCT LMD 8000 so obviously, the timing and signals assigned to each phase has changed.
Main Street Vehicle - TCT & 3M
Green: 45 seconds
Yellow: 4.5 seconds
Red Clear: 1.5 seconds
Main Street Pedestrian - 9" Econolite Short Groove (planned for upgrade to countdown)
Walk: 30 seconds
Clear: 15 seconds
Cross Street Vehicle - CH DT & Singer/CH 12/8/8
Green: 25 seconds
Yellow: 4 seconds
Red Clear: 1.5 seconds
Cross Street Pedestrian - Not yet wired up; to use Econolite Short-Groove once Main Street is upgraded to countdown
Walk: 9 seconds
Clear: 16 seconds
Extra Street Vehicle - 8" Econolite Short Groove

Mine was changed up a bit...sorta..
Originally everything was actuated and it dwelled in main street green until a conflicting call was picked up by the detectors. The flashing yellow arrow signal brought up a green arrow, when called, at the END of the cycle.
I have since worked my magic and changed it so that the controller cycles everything at least the minimum time to keep things from getting too hot on the static phases.
Now vehicle calls extend the timing and there is traffic responsive coordination involved...which in the most simplest of terms means the controller automatically selects from three timing plans based on how many calls are seen in a given amount of time. More calls, it selects a timing plan with longer phase times. I changed the flashing yellow arrow to start with a green arrow
