German Speed Traffic lights

in Germany are many Speed Traffic lights with 30-80km/h with white light

I make a signal to show you all

If this is what these lenses are for, the idea is to slow traffic before the incident (controlled externally by an operator back at a central location or thru softrware for realtime adjustments of the speed) to lessen the opportunity for rear end accidents and lessen the stop and go "accordion-effect" common to backups due to roadway incidents. I have seen these in Europe on blank-out style signs over each lane of a roadway, but never as lenses in a "standard" signal head.

idea is the signal show you in this day time, how fast you must drive this you get the next traffic light with green

Yeah, basically, the signal won't show anything above the posted speed limits, which I believe are usually fixed and do not alter depending on the time of day, but I may be wrong about the speed limit.

The signal ahead will be about to change, and the signal will show the speed at which you need to reach to safely reach the signal at green, obviously changing aspects as the time gets less.

These signals can be found with larger inline combinations than just 3 aspects as well, IIRC.
