I don't see a dent in it. Did vandals just push it over?
I know from experience that cabinets don't work when they are lying down. The mercury contactor uses a force we call gravity to work.
Looks like all it needs is a little flange work and a bigger washer on the base bolts.

I wish I could get one of those ground boxes that say "traffic signals" on them!

They're Pull-Boxes. You can order them at electrical supply places. I got two for my driveway (but mine say 'Communications', instead of 'Traffic Signal' - I was in a time limit and couldn't wait for an order to come in.)

I probably will go the cheap way with spinkler valve boxes from Lowes or HD but getting a real one that says Traffic Signals would be very cool!

I had to get the boxes, two 3" conduit wouldn't fit in a sprinkler box.
I got two 12" x 18" boxes, with lids, for about $250 each.--Me.
