Russian 4 way?

I have some DVD's that are old black and white films made about WWII. One of them talks about Germany's invasion of Russia. In this DVD, they show an old 4 way traffic light. I captured 3 pics of it cycling and made an animation out of it to share here. Now, I realize that this could be an American signal that they just put in the film as a prop, but the top and bottom do not look like anything I've seen. It looks similar to a GE, but not the bottom. Anyways, here it is as it was shown on the DVD.

The bottom almost looks Crouse Hinds-ish, but it's not. :scratch:

The body looks to me like a GE. The top looks to be original to me. When its all yellow you can sort of make out the holophanes. The bottom could've been made for the movie.

Russia had non-adjustable signals. I have a November 1959 National Geographic detailing Richard Nixon's visit to the Soviet Union, and two three-ways are clearly visible in the photos. I also have a picture book about Moscow from the early 1970's with a picture of a four- way like the one in Jerry's photo on display in a park.
