I live in Pittsburgh and yes, those are pre-empt lights. I actually saw one light up last week--they're white when they light.
Shame you weren't in town about 15 years ago. There were TONS of great signals back then. Many have been replaced in the years since. Others have been retrofitted with LEDs.
