Sir Marbelot's explanation certainly sounds most plausible. Although in 1954 there was an addendum to the 1948 MUTCD, but I don't have access to the 1954 addendum, just the 1948 MUTCD (thanks to Lary Brown for whom I'm scanning in his MUTCD collection). But in the signal appendix of the 1948 MUTCD they do mention in general terms how traffic signal systems must be designed with the future in mind. I *guess* this could have been alluding to Francis' observation that advances in automotive technology was providing a steady increase in road speeds (and decrease in reaction time) every year.
