Forgotten Bridge Sidewalk

The 9th St bridge has a sidewalk on both sides. One sidewalk is blocked off, and it has been that way for years. With no advance warning, when the bridge starts (on both sides), there is a permanent "Sidewalk Closed" sign in the center. One end of it just has a bar across, and the other end has the fence cut across.

It also has more bars across it, down the entire length.

There is nothing visibly wrong with it. Looking at the closed section from the other side, it is perfectly normal (besides the weeds that somehow grew on the bridge). Why would it just be abandoned? Part of some forgotten project? :scratch:

Looking at the security camera, It may have "Blind Spots".....

Perhaps the bars were a 'temporary' solution to hold the fence up on the curve?
