Lazy Fix

I just moved to Rhode Island to take a job offer, and on my first day in the ocean state I decided to drive around and do a little exploring. Okay, a lot of exploring. Anyway, I came to the little town of Warren, RI where I found a traffic signal with two green lights. The cross street is a one way street (going to the right) and my theory is that the street used to be a two way street, with a turn arrow, but after it was changed to a one way, instead of replacing the light or taking the fourth section out, they just put in a second green ball.
