Two videos of signal malfunctions

The next one's an older video that I haven't seen posted here before of an older electromechanical controller malfunctioning in Cleveland - rapid sequencing that I'm guessing was caused by continual actuation of the camshaft:

Maybe Kentron? It's not Eagle or CH at least. I know Kentron made hybrid electromechanical controllers where the timing was tube-controlled instead of being controlled by a dial timer. Maybe a tube died causing the timings to basically revert to nearly 0 and continually actuate the camshaft?

The intervals of the Cleveland video seem like they would be too quick for a mechanical controller, I'd lean toward solid state.

There's a doghouse that is wired incorrectly in my area. I am going to go out tomorrow and video it since I have the day off. Then I will email the county a link to the video. While the thru signal is red, the right turn yellow arrow comes on without the green arrow being on first. Then later, during the same thru red, the green arrow comes on and the yellow does not follow it. Either the green arrow or the yellow arrow is wired wrong.

I had thought it was an electronic controller too, but the small size and advanced age of the cabinet on the pole dissuaded me. I admit I cannot conceive how a dial timer-controlled signal could fail in such a manner. If it was electronic, it must have been a very early pre-NEMA variety to be stuffed into a cabinet that small.
