I apologize in advance for re-hatching a 3 year old thread! I just wanted to mention that Michigan does have instances where the PPLT are leading lefts (meaning there is no clearance between the flashing red ball and the solid red). This type of setup, while extremely rare if non-existent in SE Michigan, is somewhat common in Grand Rapids. One example of a leading left intersection would be Byron Center & 44th Street in Wyoming, Michigan.

Also, there are instances where the intersection has lagging left turns but the protected left is allowed to skip if no vehicles are detected. An example of this would be Byron Center & Health Dr. in Wyoming, Michigan. I must say seeing a flashing red ball go directly to a solid red with no clearance is disconcerting to a driver.

If I recall correctly, one of the MDOT specifications doesn't allow for a leading left with a flashing red ball. I have yet to see any like this in service here. It is possible the technician programming the cabinet is forgetting to set the alternate sequence/phase pair reversal. The cycle of phasing operates like this... 2,1,4,3 when phase pairs are reversed which is the common cycle for intersections with flashing red balls. Without phase pairs, the cycle is sequential.

Intersections which use an EPIC 140 controller unit don't use phase pair programming, they're interval based like a mechanical controller so there is no standardized phase guidelines

Fully actuated flashing red lefts are more common, again MDOT advises against it, but that doesn't stop it from being used
