Start with your favorite penetrating fluid. From there you can try large channel lock pliers, but we routinely used a hammer and chisel to rotate the ring and or the nut.

Ah it makes sense now. I think those are usually called conduit locknuts or something similar and fender washers. Best bet is just to chisel/hammer the locknut to loosen it up.
