That may be the case, but this is not consistent with the country as a whole. If Canada wants to be really consistent, the signal heads would be all yellow, like they are in many, many places. Frankly I doubt this will happen.

Interesting thing is that in Pikeville, KY, I remembered a long stretch of US 23 had ALL signals with yellow backplate with retroreflective around the backplate to give extra visibility. I think it's good idea for backplate to be colored yellow here in USA so it'd enhance more attention to it.

Hamilton signals are among the snazziest signals in all of Canada. Very eye catching! As for the second map, yuck.

We used to fit yellow-edged backing boards to our Tin/SGE heads, although for some reason Tins usually had yellow, and SGEs white, but I think this was to do with the fact that Transport dept only seemed to opt for eiter tin or SGE and no mix, and therefore thier border choice was either white for all, or yellow for all and it was perhaps just coincidental.

I have a signal in the collection with a flourecent reflective yellow border.
