New Backplates, Old Signal?

While driving through Marietta, OH I noticed that the city must be trying to replicate ODOT standard signals. ODOTs signals are black with a black backplate and a yellow reflective border. In Marietta, I noticed that the older signals (yellow) had black Backplates with the yellow reflective border around them. I know these are old signals because they have paint chipping in places and they just have that old signal look. Is it possible that the city added the Backplates? I know they didn't used to be there.

I know that a few places around here will do a city-wide back board replacement every once and a while.

Some cities here in WA, plus the state itself, seem to be doing that around here. Formerly backplate-less heads now have backplates on them. Ones that haven't been replaced with new. Conversely, back in 1987, the city of Redmond, WA removed the backplates from almost every head in the city. The only heads that still have backplates are the WSDOT installs, and a couple more recent city installs that must've mistakenly received them, since the city does not put them on, unless the state requests it on one of the state highways.

I assume in about 2010-2011 when Huntsville went through and replaced all of the red and green incandescent lights with LEDs, they added backgrounds to most of the background-less signals and even replaced a few fitted backgrounds. I remember before then there were plenty of background-less signals in Huntsville. Now, not nearly as many.
I am a railfan, signalfan, and I'm interested in tornado sirens. I hope to learn new things about traffic lights because I'm interested in them and don't know much about them.

MoDOT did that on the county section of 141. Added back plates to the post mounted signals, and switched out Red Ball to Red Arrow on the Left Turn Signals.
