Just for the record, this has nothing to do whether they're abandoned or not. :) The only thing that means is that that crossing hasn't been upgraded in the last 3 years or so. And there are *a lot* that haven't been upgraded in the last 3 years or so. (Remember, unlike municipalities, Railroads spend their own money. There's no need to replace it if it still works..!)
Unless the railroad is BNSF; they've replaced signals that still worked from the 1990s with new signals before.

They wouldn't have replaced it themselves. In cases like that, either -
A change to the MUTCD required them to change it, or the state asked them to.

Or, there was signal work in the area, and they combined the crossing into it. (For example, some crossings are smart, and send status back to the control room, in case of problems (current detectors, burnt out lights, gate position sensors, etc.). Likely, so they could get a tax break from the state.
