They will erect 'temporary' signals, masts mounted in large (5-foot round, one foot thick) cement anchors, and wire them up. Around here they would setup a temp diagonal span with utility poles if they are going to reuse existing underground conduit. I have pics but don't want to clutter up this cool DC thread.
I had a pic taken almost a year ago, but it doesn't look like I have it anymore. I'll keep my eye out and get some more next time.
