I think they could've just aligned two 3-aspect heads, one with R-Y-GA and one with GA-GA-GA.


Have you noticed that exactly one of the circular indications is always on?

Apparently their version of a MUTCD is strange. It seems to require clearing arrows with yellow, but simultaneously requires exactly one circular indication at all times, and requires three circular indications. Notice the red goes out every time an arrow is cleared.
