Hmmmm I'd guess it is supposed to operate like a ramp meter and allow only one car at a time through per green

It may be VA operated and due to the nature of the signals has a 'nudge' feature which gives each approach a minimum green regularly just in case the detectors are broken? British Temporary signals do this after 2 minutes of not receiving a detector demand, however usually with longer between changes and minimum greens of 7 seconds.
