"vandal-proof"??

I suppose this'd sorta be one way to do it...? :scratch:

...and the cabinet IS clearly labeled "STREET LIGHTING", so I guess they'd already have all the bucket trucks/etc to get to it when needed...?? :scratch: :scratch:
