There was one on display in Carrier and Gable's shop when I was there a few years ago. Along with the animated eyes pedestrian signal they had a small display of Eagle stuff including an old Eagle four way beacon. Don't know if any of it is still on display.

Back in the day a flashing WALK was used to warn of turning cars. Some of my older intersections where the permit was never updated have it. I go by the Penndot permit when programming a controller.
MUTCD now says: A flashing WALK indication has no meaning and shall not be used. Flashing WALKs are still more prevalent in DC than anywhere else I know. I guess they're thumbing their nose at the MUTCD? :crazy:

Washington implemented a lot of the flashing Walks when they were introduced in the 1971 MUTCD. They were intended to show a warning to pedestrians that there could be cars legally turning right across their paths. Because DC had a lot of one way streets, you often had a solid walk (across the upstream leg) and a flashing walk (across the downstream leg). I have heard that when the Metro was built, in the 70s, the district reversed a number of one way streets to provide better station access...but they never changed the flashing walks.

Well, the pedestrian signal "instruction" signs have "Watch for Turning Vehicles" next to the walk symbol. :crazy:

Sorry about the thread bump again, but here's a video I found on YouTube showing one of those animated eyes signals in action. This video was taken in Las Vegas, and depicts one of the final versions of said signal, which also includes a countdown timer (I guess Relume was trying to catch up with the competition that way):


(Note how the hand continues flashing a bit after the countdown ends: that's not right!)

I also recall Relume made a stand-alone animated eyes LED module that could be installed on top of existing pedestrian signal heads, so the signal itself would not need to be replaced.

PEDESTRIAN COUNTDOWN SIGNALS

This treatment consisted of a pedestrian countdown signal that displayed a walking person symbol during the WALK indication. It then counted down the seconds in the clearance phase along with the flashing hand display and finally, displayed the solid hand during the DON'T WALK indication which began during the all red phase. The signals were programmed to begin the countdown at the start of the pedestrian clearance (flashing hand) phase and counted down to 0 at the end of the yellow phase.
In Las Vegas, the signal also displayed "animated eyes" to remind pedestrians to look left and right for vehicles before crossing the street (Figure 22).

LOOK PAVEMENT STENCILS

LOOK pavement stencils are pavement markings designed to remind pedestrians to look for vehicles before crossing, as shown in Figure 21. These markings were tested in San Francisco as an inexpensive alternative to incorporating animated eyes in the countdown pedestrian signal. Originally, the San Francisco study team intended to use the countdown signal with animated eyes but was unable to due to lack of product availability.
