Can you...

My Crouse Hinds art deco, 8 inch, the wire is worn and is dead shorting on the reflector dish when I close the door. Can you change the sockets but keep the reflector dish or you have to replace the whole thing? Any help would be appreciative. I will be climbing the pole, hopefully this weekend, to see if I can just tape off the offending wire till I get a replacement.

Sounds more like you should replace the offending wire instead. 
To answer your question, yes...you can replace the socket without replacing the associated reflector.

you can pull out the socket and take out the epoxy in the back and unscrew the terminals and resolder new wires on and reassmeble, Or send them to Gordon in the club and He can make you a new harness

I removed all of the old wiring that was not needed and taped anything that even looked remotely like it could touch and short anything. Turns out the door does not latch due to a broken latch! The water drips down on to the bulb and trips the circuit. I have tried PB blaster to remove the lever latch, as I have a new one I bought, but it won't budge. Should I heat it? Could I damage the door? Any one have a tip to remove broken lever latches?

With the several I have encountered, I've snapped about half of them. Some were so crusted up that even after heat and penetrant, what I thought was the the nut turning, was actually the threaded stem of the latch twisting off. 
Try heating the nut and some good penetrant spray (WD-40 makes a new one that has worked for me really well).
If you do snap it off, you have the new one to replace it anyhow.
