The configurations of the cams that are depicted in that cam chart were used at basic two-phase signalized intersections throughout New York City for many years, and they were never changed.
What I mentioned in one comment that was in regards to my suggestion is that the signalized intersection that I remember is from my hometown, which is Staten Island (one of the five boroughs of New York City). That said, the cams at the signalized intersection were exactly configured as shown on the cam chart (even though the cam chart came from a different signalized intersection in New York City).
At the signalized intersection I remember, "R1, A1, and G1" were what represented the main street. "R2, A2, and G2" were what represented the protected left turn traffic signals on the main street, and they were considered as the cross street, actually. A simple two-phase signalized intersection here. Pedestrian signals were, of course, also here. They were used for both phases, and, they, too, were configured the same way as in the cam chart.
You could configure your cams as the cams are configured on the chart, or you could slightly adjust the lengths of the signal intervals. Doesn't have to be the same.
