They probably dont want to illuminate the left signal because it is in the wrong lane of travel. I did hear about a lawsuit where a trucker drove into oncoming traffic due to a left mounted signal, and he claimed he drove on that side because he though thats where the lane went.

New Jersey has always put indications all over the place, unlike what you see in the Gadsden pics.
