wow... never seen one, but looks like it's an eagle mold made by a subcontractor.

The translation is:

"Transit (traffic) Control"
The first line of small text at the bottom reads "Argentina Industry", which probably refers to an Argentine manufacturing facility.

It then says "Fabricated under license Eagle Signal USA"

I don't know what the bottom emblem is, but I have a feeling it's just a company name or something.
