POLLs can be created as a new topic. Underneath the messagebody text box, there's an area of tabbed options. "Poll Creation" should be the third tab. Follow the directions contained within.

Polls can only be created within the first post of a thread. They can not be a reply to another post.

Hmm.. Okay, then I'm going crazy, because I don't have three tabs, only two. (In forum 'Signal Talk' or 'Signal Restoration', didn't try all of them..) Yup, on a new topic, too. :)
