So how do you run new underground wiring into your existing cabinet, but first you need to break up the old concrete base with a jackhammer AND not take the intersection out of service while doing it?

Did someone say bucket truck?

We've done the same thing. We have some where we needed to stuff a couple more conduits into the base.
